เพื่อยื่นหนังสือปัญหาการขาดแคลนแรงงาน นำเสนอต่อนายกรัฐมนตรี แก้ไขเร่งด่วน\u003C\u002Fp>\u003Cp>ปัจจุบัน สมาชิกผู้ประกอบการทั่วประเทศ สะท้อนตรงกันว่า ปัญหาการขาดแคลนแรงงานในอุตสาหกรรมที่ใช้แรงงานเข้มข้น ได้ส่งผลต่อทุกภาคส่วนทั้งภาคเกษตรกรรม (แรงงานเก็บผลไม้ตามฤดูกาล) ภาคอุตสาหกรรม ก่อสร้าง ท่องเที่ยวและบริการ และกระทบต่อความสามารถในการแข่งขันของผู้ประกอบการไทยซึ่งเมื่อวันที่ 22 พฤษภาคม 2569 ได้มี 26 สมาคมการค้า และหอการค้าจังหวัด สภาอุตสาหกรรมจังหวัดภาคตะวันออกได้รวมตัวเรียกร้องให้รัฐบาลเร่งแก้ไขปัญหาดังกล่าว\u003C\u002Fp>\u003Cp>ทั้งนี้ กกร. ตระหนักดีว่าการบริหารจัดการแรงงานต่างด้าวต้องคำนึงถึงมิติด้านความมั่นคงควบคู่กับมิติทางเศรษฐกิจและสังคมอย่างรอบด้าน อย่างไรก็ตาม ภายใต้สถานการณ์เร่งด่วนในปัจจุบัน จึงเห็นควรให้รัฐบาลพิจารณา เร่งรัดมาตรการแก้ไขปัญหาการขาดแคลนแรงงานต่างด้าว ดังนี้\u003C\u002Fp>\u003Cp>1. พิจารณามาตรการต่ออายุใบอนุญาตทำงานของแรงงานต่างด้าวทุกสัญชาติที่อยู่ในประเทศไทย และให้มีการตรวจสอบประวัติกับฝ่ายความมั่นคง เพื่อสร้างการดูแลแรงงานอย่างเป็นระบบภายใต้เงื่อนไขอย่างเคร่งครัดชัดเจน พร้อมทั้งให้นายจ้างรับผิดชอบและกำกับดูแลอย่างเหมาะสม โดยหากแรงงานต่างด้าวทุกสัญชาติมีพฤติกรรมต่อความมั่นคงของชาติให้ส่งกลับประเทศต้นทางทันที\u003C\u002Fp>\u003Cp>2. แรงงานต่างด้าวทุกสัญชาติที่ได้ออกจากประเทศไทยไปแล้ว หรือลักลอบเข้าประเทศไทยอย่างผิดกฎหมาย ไม่ควรต่อใบอนุญาตทำงานให้คนต่างด้าวทุกกลุ่ม ทุกกรณี\u003C\u002Fp>\u003Cp>3. ลดขั้นตอนและค่าใช้จ่ายในการนำเข้าและขึ้นทะเบียนแรงงานต่างด้าวทุกสัญชาติที่มีนายจ้างและอยู่ในประเทศไทย เพื่อเป็นการลดภาระของนายจ้างผู้ประกอบการ และเพื่อรักษาและคงไว้ซึ่งกำลังแรงงานต่างด้าวที่มีอยู่ภายในประเทศให้เพียงพอ\u003C\u002Fp>\u003Cp>4. เร่งรัดการแก้ไขปัญหาการใช้ e-Work Permit ของกรมการจัดหางาน ให้มีความเสถียรและใช้งานสะดวกและมีประสิทธิภาพแก้ปัญหาระบบล่ม คิวเต็ม ทำให้นายจ้างและแรงงานต่างด้าวยื่นขอต่ออายุไม่ทัน  ส่งผลให้เกิดปัญหาแรงงานต่างด้าวหลุดจากระบบ นายจ้างและแรงงานต่างด้าวเสียค่าใช้จ่ายเพิ่ม และเสี่ยงต่อการถูกปรับจาก ตม. อีกทั้งระบบ e-Work Permit ยังไม่เชื่อมกับฐานข้อมูลของหน่วยงานอื่น อาทิ ตม. ประกันสังคม หรือสาธารณสุข ทำให้ต้องกรอกข้อมูลซ้ำและเกิดความคลาดเคลื่อน ทั้งนี้ ขณะที่ระบบ e-Work Permit ยังอยู่ในระหว่างการแก้ไขก็ขอให้กระทรวงแรงงานอนุโลมใช้ระบบเดิมควบคู่กันไปก่อน และขอให้กระทรวงแรงงานประสานกับ ตม. เพื่อผ่อนผันการจับกุมแรงงานที่ผิดกฎหมายเนื่องจากเหตุดังกล่าวนี้ด้วย\u003C\u002Fp>\u003Cp>5. กระทรวงแรงงาน ควรวางแผนทดแทนแรงงานต่างด้าวในระยะยาว โดยการเพิ่มช่องทางการนำเข้าแรงงาน ต่างด้าวภายใต้ MOU โดยการเร่งรัดการเจรจากับประเทศต้นทาง เพื่อจัดหาและนำเข้าแรงงานจากประเทศอื่นๆ เช่น ศรีลังกา บังคลาเทศ และอินโดนีเซีย เป็นต้น formally submit a letter regarding Thailand’s labor shortage situation for presentation to the Prime Minister, urging immediate action to address the issue.\u003Cbr>\u003Cbr>At present, business operators nationwide have consistently reflected that the shortage of labor in labor-intensive industries has significantly affected all sectors, including agriculture (particularly seasonal fruit harvesting), manufacturing, construction, tourism, and services. The situation is also undermining the competitiveness of Thai enterprises. On 22 May 2026, 26 trade associations, provincial chambers of commerce, and provincial industry councils in the Eastern region jointly called upon the government to urgently resolve the matter.\u003Cbr>\u003Cbr>The JSCCIB recognizes that the management of migrant labor must carefully balance national security considerations alongside economic and social dimensions. Nevertheless, given the urgent circumstances, the Committee proposed that the government expedite the following measures to address the shortage of migrant workers:\u003Cbr> \u003C\u002Fp>\u003Col>\u003Cli>Consider extending work permits for migrant workers of all nationalities currently residing in Thailand, subject to background checks by security authorities, in order to establish a systematic and strictly regulated labor management framework. Employers should also be required to assume appropriate responsibility and supervision. Should any migrant worker be found to pose a threat to national security, immediate repatriation to the country of origin should be enforced.\u003C\u002Fli>\u003Cli>Migrant workers of all nationalities who have already departed Thailand, or who have illegally entered the country, should not be eligible for work permit renewals under any circumstances.\u003C\u002Fli>\u003Cli>Streamline procedures and reduce costs associated with the recruitment and registration of migrant workers of all nationalities who are already employed and residing in Thailand. This would help ease the burden on employers while maintaining an adequate labor force within the country.\u003C\u002Fli>\u003Cli>Expedite improvements to the Department of Employment’s e-Work Permit system to ensure greater stability, user-friendliness, and efficiency. Current issues—including system outages and fully booked application queues—have prevented employers and migrant workers from renewing permits on time, causing workers to fall out of the legal system, increasing operational costs, and exposing both employers and workers to immigration penalties. In addition, the e-Work Permit platform is not yet integrated with the databases of other agencies, such as Immigration, Social Security, and Public Health, resulting in repetitive data entry and inconsistencies. During the system improvement period, the Ministry of Labour is requested to temporarily allow the continued use of the previous system in parallel, while also coordinating with Immigration authorities to provide temporary leniency for cases arising from these technical issues.\u003C\u002Fli>\u003Cli>The Ministry of Labour should establish a long-term workforce replacement strategy by expanding channels for the recruitment of migrant workers under bilateral MOU frameworks.
