โครงการศูนย์ประสานงานและประชาสัมพันธ์สินค้าเกษตรและอาหาร (ศูนย์ AFC) \u003C\u002Fu>\u003C\u002Fstrong>ของหอการค้าไทย ซึ่งทำหน้าที่เป็นกลไกกลางในการบูรณาการอุปสงค์และอุปทานสินค้าเกษตรของประเทศ ด้วยการรวบรวมข้อมูลสินค้าที่ประสบปัญหาล้นตลาดและราคาตกต่ำอย่างเป็นระบบ และเชื่อมโยงไปยังผู้แปรรูป ผู้จัดจำหน่าย และเครือข่ายค้าปลีกโดยตรง เพื่อให้เกิดการตอบสนองเชิงตลาดอย่างรวดเร็วและสอดคล้องกัน โดยในปี 2567 ศูนย์ AFC สามารถประสานการรับซื้อสินค้าเกษตรได้กว่า 218,000 ตัน สร้างรายได้ให้เกษตรกรกว่า 14,000 ล้านบาท สะท้อนแนวทาง Demand–Supply Integration ตามกรอบ APEC ในการเสริมความมั่นคงของห่วงโซ่อุปทานอาหารและยกระดับเสถียรภาพรายได้เกษตรกรอย่างยั่งยืน\u003C\u002Fp>\u003Cp>\u003Cstrong>\u003Cu>3) โครงการส่งเสริมการปลูกกาแฟโรบัสตาคุณภาพในพื้นที่ภาคเหนือ\u003C\u002Fu>\u003C\u002Fstrong> เนื่องจากประเทศไทยมีศักยภาพในการผลิตกาแฟโรบัสตา แต่การผลิตยังไม่สอดคล้องกับความต้องการของตลาด หอการค้าไทยจึงทำหน้าที่เชื่อมโยงภาครัฐ ภาคเอกชน สถาบันการศึกษา และเครือข่ายเกษตรกร เพื่อพัฒนากาแฟโรบัสตาเชิงพื้นที่อย่างบูรณาการ โดยเชื่อมโยงผู้ประกอบการรายใหญ่และตลาดส่งออกเข้ามาร่วมกำหนดมาตรฐานคุณภาพที่ตลาดต้องการ ควบคู่กับการพัฒนาทักษะการผลิตตามมาตรฐานสากล ความยั่งยืน และการใช้ข้อมูลดิจิทัลตลอดห่วงโซ่อุปทาน ซึ่งช่วยลดช่องว่างระหว่างอุปสงค์และอุปทาน และยกระดับกาแฟโรบัสตาคุณภาพของไทยให้ตอบโจทย์ตลาดจริงในระดับภูมิภาค \u003C\u002Fp>\u003Cp>     \u003Cstrong> จากกรณีศึกษาทั้ง 3 โครงการสะท้อนให้เห็นถึงบทบาทของหอการค้าไทยในการใช้กลไกความร่วมมือระหว่างภาครัฐและเอกชน (Public–Private Partnership: PPP) เพื่อขับเคลื่อนการบริหารจัดการระบบอาหารอย่างเป็นรูปธรรม\u003C\u002Fstrong> และสามารถนำไปประยุกต์ใช้เป็นต้นแบบในการเสริมสร้างความมั่นคงและความยืดหยุ่นของระบบอาหารอย่างยั่งยืนในระดับภูมิภาคเอเปค นอกจากนี้ ยังได้เข้าเยี่ยมชม \u003Cstrong>Nansha Grain and General Cargo Terminal ณ ท่าเรือกว่างโจว \u003C\u002Fstrong>ซึ่งมีโครงสร้างพื้นฐานด้านการจัดเก็บธัญพืช ระบบโลจิสติกส์ และการดำเนินงานนำเข้า–ส่งออก รวมถึงการประยุกต์ใช้เทคโนโลยีดิจิทัลในกระบวนการดำเนินงาน และได้เยี่ยมชม ซึ่งจีนในฐานะเจ้าภาพได้นำเสนอโครงร่างเอกสารผลลัพธ์การประชุมจำนวน 2 ฉบับ ได้แก่ ร่างเอกสารหลักการว่าด้วยการเสริมสร้างความยืดหยุ่นของระบบอาหารผ่านนวัตกรรมและเทคโนโลยีดิจิทัล (TCC)\u003C\u002Fstrong>, participated in the \u003Cstrong>APEC Workshop on Leveraging Innovation-Driven Public–Private Partnerships to Enhance Food System Resilience. \u003C\u002Fstrong>He was invited as a special keynote speaker under the topic \u003Cstrong>“Innovative Public-Private Collaboration Models and Governance Frameworks.”\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>On this occasion, Mr. Chusak presented a flagship case study of Thailand’s \u003Cstrong>Gulf of Thailand Trawl Fishery Improvement Project (FIP),\u003C\u002Fstrong> an initiative aimed at upgrading trawl fisheries toward international sustainability standards. The project is driven by the \u003Cstrong>Thai Sustainable Fisheries Roundtable (TSFR)\u003C\u002Fstrong> through collaboration among eight Thai fisheries and seafood associations, with a shared objective to elevate trawl fishing practices in the Gulf of Thailand in line with global standards. The initiative focuses on reducing environmental impacts, preventing illegal, unreported, and unregulated (IUU) fishing, and fostering sustainability across the entire seafood supply chain—demonstrating a concrete model of innovation-led public–private partnership (PPP) in the fisheries sector. In addition, Mr. Chusak contributed to discussions under the session\u003Cstrong> “Innovative Regional Coordination and Supply–Demand Integration,”\u003C\u002Fstrong> where he shared Thailand’s practical experiences in integrating agricultural supply and demand through three key national initiatives:\u003Cbr>\u003Cbr>\u003Cstrong>1) Safe Surplus Food Redistribution Program to Address Food Waste and Food Insecurity\u003C\u002Fstrong>\u003Cbr>This initiative represents a tangible public–private partnership to reduce food waste while enhancing food security. The Thai Chamber of Commerce, in collaboration with food manufacturers, retailers, and food service operators, has facilitated the redistribution of safe and high-quality surplus food to vulnerable populations through the \u003Cstrong>SOS Foundation.\u003C\u002Fstrong>\u003Cbr>Between\u003Cstrong> 2023 and 2025\u003C\u002Fstrong>, the program successfully redistributed more than\u003Cstrong> 12.4 million meals\u003C\u002Fstrong>, strengthened food security for disadvantaged groups, and reduced greenhouse gas emissions by over\u003Cstrong> 7.4 million kilograms of CO₂\u003C\u002Fstrong> equivalent, contributing to Thailand’s sustainable development and climate action goals.\u003Cbr>\u003Cbr>\u003Cstrong>2) Agricultural and Food Coordination Center (AFC Center)\u003C\u002Fstrong>\u003Cbr>The AFC Center, established by The Thai Chamber of Commerce, serves as a national coordination mechanism for agricultural supply–demand integration. The Center systematically collects data on agricultural products facing oversupply and price declines and directly links farmers with processors, distributors, and retail networks to enable rapid and market-oriented responses.\u003Cbr>In 2024, the AFC Center facilitated the procurement of more than\u003Cstrong> 218,000 tons of agricultural products,\u003C\u002Fstrong> generating over \u003Cstrong>THB\u003C\u002Fstrong> \u003Cstrong>14 billion\u003C\u002Fstrong> in income for farmers. This initiative reflects the application of the \u003Cstrong>APEC Demand–Supply Integration framework,\u003C\u002Fstrong> strengthening food supply chain resilience and promoting sustainable income stability for farmers.\u003Cbr>\u003Cbr>\u003Cstrong>3) Integrated Development of High-Quality Robusta Coffee in Northern Thailand\u003C\u002Fstrong>\u003Cbr>Although Thailand has strong potential in Robusta coffee production, supply has not yet fully aligned with market demand. \u003Cstrong>The Thai Chamber of Commerce \u003C\u002Fstrong>has therefore played a coordinating role in connecting government agencies, the private sector, academic institutions, and farmer networks to develop an integrated, area-based Robusta coffee value chain.\u003Cbr>The initiative links major private sector operators and export markets to jointly define market-driven quality standards, while enhancing farmers’ production skills in line with international standards, sustainability principles, and digital data utilization throughout the supply chain. This approach helps narrow the demand–supply gap and positions Thai high-quality Robusta coffee to better meet real market needs at the regional level.\u003Cbr>\u003Cbr>\u003Cstrong>Advancing APEC Food Security through Public–Private Partnerships\u003C\u002Fstrong>\u003Cbr>The three case studies collectively underscore the proactive role of \u003Cstrong>The Thai Chamber of Commerce\u003C\u002Fstrong> in leveraging\u003Cstrong> Public–Private Partnerships (PPP) \u003C\u002Fstrong>as a practical mechanism to drive effective food system governance. These initiatives offer scalable models that can be adapted across the APEC region to enhance food security, supply chain resilience, and sustainable growth.\u003Cbr>\u003Cbr>       During the mission, Mr. Chusak also visited the \u003Cstrong>Nansha Grain and General Cargo Terminal at the Port of Guangzhou,\u003C\u002Fstrong> observing China’s advanced grain storage infrastructure, logistics systems, import–export operations, and the application of digital technologies in port management. In addition, he visited the \u003Cstrong>Guangzhou Grain Reserve & Processing Center\u003C\u002Fstrong> to study best practices in grain storage, processing, and green grain storage technologies of the People’s Republic of China.\u003Cbr>\u003Cbr>      \u003Cstrong>Strengthening Regional Policy Dialogue under APEC PPFS On 5–6 February 2026, \u003C\u002Fstrong>Mr. Chusak participated in the\u003Cstrong> APEC Policy Partnership\u003C\u002Fstrong> \u003Cstrong>on Food Security (PPFS)\u003C\u002Fstrong> meeting, which serves as a key platform for public–private dialogue on food security policies within the APEC framework.
